A US Border Patrol agent in New York made women expose their breasts to get into the country, according to authorities.
Shane Millan, 53, of Jefferson County, NY, admitted ordering women to take their tops off for him “for his own gratification,” according to a release from the US Attorney’s Office for the Northern District of New York.
The border agent once refused to let a woman enter the US with her infant child until she showed him her breasts, court documents state.

He also searched how to say phrases such as “I will need you to lift your shirt and bra” in Spanish, according to the documents.
Millan’s crimes took place while he was stationed at Wellesley Island on the US-Canada border, where he was responsible for processing immigrants via webcam as they crossed into the country from Mexico.
While processing the woman who was with her infant daughter on August 10, 2023, Millan lied and told her that her file said she had a tattoo on her chest, according to court records.
When she responded that she had no such tattoo, Millan ordered her to lift up her top and show him, which she did, via webcam, from the border crossing at Eagle Pass, Texas, according to his plea agreement.
During the same call, he told the woman she had to show her breasts again to confirm there was no tattoo, and when she refused, he told her he would not sign her paperwork to enter the US if she didn’t, records show.
When the woman put her baby on the floor and exposed her breasts once more, Millan told her, “OK … Welcome to the USA,” documents show.

Millan ordered a second woman to expose her breasts after first asking her husband and children to leave the room on August 25, 2023, his plea agreement said.
After she told him she had a tattoo on her collarbone, the woman first pulled the neckline of her shirt down to show him before Millan ordered her to lift her shirt and bra on two separate occasions during the interview.
Millan is accused of ordering other women to expose their breasts during their virtual processings, court records said.
He also searched phrases in Spanish, including, “I will need you to lift your shirt and bra also, please,” and “To verify, I will need you to lift your shirt, please” on his computer, court records said.
He pleaded guilty to two counts of deprivation of rights under color of law at federal court in Syracuse on Friday, according to court documents.
Millan is due to be sentenced on July 7 and faces up to two years’ imprisonment and a fine of up to $200,000.
